Service of Telecommunications: Structure and Functions

The telecommunications are a technology of support and the basic pillar of the intelligence transmission. It|He|She is the main vehicle of interaction of diverse services, as|like the voice (telephony), media social (service carrying of modulated frequency, earthly digital television, cable) and computer applications (connection of data and Internet).

The service of communications and radio is in charge of:

• Advising and giving support technological and in the process of recruitment in the ministries in the acquisition of telecommunication services, of agreement to|in its|his|her|their needs.
• Managing the contracts of the Balearic Government with the operators of fixed|steady telephony and mobile telephony.
• Managing the contract of the corporative network|net of multiservice data (circuits of voice, television, IP), that it is operated by the public company BIPELLICLE in regime|diet of selfprovision|selffeature.
• Requesting increases of scarce resources|appeals in the corporate communications.
• Requesting the incorporation of new technologies of communication to integrate them with the networks|nets of data and of voice.
• Verifying the fulfillment|compliment of the regulation and administration of the competences|competitions in telecommunications that the service of communications has assigned and radio.
• Revising the elaboration of the Sectorial Directive Plan of Telecommunications, which avoiding the appearance of digital fractures among|between citizens and territories of the Balearic Islands has as an object.
• Starting the performances|actions of promotion and communication referring to the master lines of the Sectorial Directive Plan, once approved.
• Revising the orders and agreements of subsidies|grants in accordance with the annual program.

To make it it is structured in these areas, which carry out the following specific functions:

• Section of networks|nets and communications

- Managing the requests of the Ministries about modifications, high and low of services of voice.

- Evaluating new technologies of communication to integrate them with the corporative network|net of data and with the corporative network|net of voice.

- Maintaining and updating the virtual corporative network|net of voice of the Government, integrating the communications of fixed|steady telephony and of mobile telephony.

- Evaluating the integration and convergence of the communications of data and of voice, fixed|steady and mobile.

- Proposing increases of principal, lines, spectre|spectrum, numeration and other scarce resources|appeals referring to the corporate communications.

 

• Department of telecommunications administration

- Administering the competences|competitions of the Balearic Government on the subject of sound broadcast in metric waves with modulation of frequency (FM).

- Administering the process of concessions of television channels digital terrene premises (TDT).

- Administration of the electromagnetic measures of mobile telephony, of agreement in Royal Decree 1066/2001, that establishes the conditions of sanitary protection in front of the electromagnetic emissions|broadcasts.

- Administration of the resolutions of the Rules Precautionary, previous to the PDS.

- Preparing the orders and agreements of subsidies|grants in accordance with the annual program.
