Decree-law of support to the entrepreneurial ones

and to the micro, small and medium enterprise of the Balearic Islands

The Government of the Balearic Islands has approved this Decree-Law with the objective of promoting the activity generative of wealth and employment|occupation through the entrepreneurial ones and the micro, small and medium undertaken of the Balearic autonomous community.

 

At present, the Balearic economy|economics is sustained about the freelances, the employers|businessmen and the small and medium ones undertaken (pimes). Moreover, in the pimes of the Balearic productive fabric|tissue, the microcompanies represent 95,6 %.

 

It is a matter of a decree-law that has been elaborated and agreed in an extense and majority way with all the agents implicated in the matter|subject. A decree that, after numerous consultations|consultings|surgeries and meetings, has collected the requests and the contributions of employers|businessmen, entrepreneurial and social agents, with the only objective of achieving a text the entrepreneurial one more adapted possible to|in the needs of the fabric|tissue productive of the Balearic Islands.

The main objectives of this Decree-Law are:

  1. Promoting the creation and the consolidation of companies, as tractive mechanism of the generation of wealth and employment|occupation for the Balearic Islands, based on measures of differentiation to create and to improve the competitiveness and the productivity of our entrepreneurial fabric|tissue.
  2. Sensitizing and promoting the creation and entrepreneurial consolidation from the school until the university, introducing the concepts related with the entrepreneurial one in the educational area at all levels.
  3. Creating instruments in favor of the administrative simplification that will result in more facilities for the entrepreneurial ones and pimes of the Balearic Islands.
  4. Regulating performances|actions that will allow the ones entrepreneurial and to the employers|businessmen of the Islands Balearic to access the traditional and non traditional funding and palliating at the same time the conjunturals economic|economical problems provoked by the current economic|economical situation.

The main measures that this Decree-Law collects, that it|he|she will consolidate the bases for the development of future policies|politics destined to favoring the entrepreneurial activity of the micro, small and medium undertaken and of the entrepreneurial ones, are:

1.     Administrative simplification

  • Elimination and reduction progressive of the loads|burdens|charges administrative, like simplification of aspects|looks related to the sollicitud of licenses and permissions|permits and promotion of the utilization of the electronic administration.
  • Creation, in the Group of Impulse for the Simplification and the Reduction in Administrative Loads|Burdens|Charges that the article|item 17 of Law 4/2011 refers to, of 31 March, of the good administration and of the good government of the Balearic Islands, of a specific working party on the subject of creation and consolidation of companies.
  • Promotion and development of the only window.
  • Elimination and reduction in administrative loads|burdens|charges through the following actions|shares:
    • Reducing the frequency of the compulsory declarations to the necessary minimums.
    • Automating the collection of information, through systems of electronic declaration.
    • Facilitating the access to the information regarding the administrative formalities that can slow down the economic development.
    • Avoiding all those regulations that impose unnecessary bureaucratic costs to the entrepreneurial ones.
    • Guaranteeing a better knowledge of the contents of the rules, mainly as for concrete deadlines|installments, necessary documentation and competent organizations|organisms for the company creation.
    • Promoting the mechanisms of telematic interconnection and interadministrative coordination that make the suppression of the duty to bring determinate documents included in the Catalog of documental simplification possible.

2.     Talent and human chapter

  • Introduction in all the formative no university cycles of contents about formation|training and motivation for the company creation.
  • In the university area, promotion of practical modules and theoreticians related with the promotion of the company creation, fostering values and skills linked to the selfemployment|selfoccupation and the creation and entrepreneurial management|formality, as well as the innovation, the leadership and the culture of the effort.
  • Promotion of the creation of programs of accompaniment, tutorització and specific formation|training to promote and to promote the technical training in entrepreneurial management|formality of the entrepreneurial one and the employer|businessman.
  • Impulse of the policies|politics of entrepreneurial training and entrepreneurial social responsibility fostering the implantation of activities, plans and programs of social responsibility in the development of the projects.

3.     Coordination of policies|politics and support services in entrepreneurial and companies

  • The Vice-Presidency Economic|Economical, of Entrepreneurial Promotion and of Employment|Occupation has to elaborate quadriennalment a plan of actions|shares to give support to the addressees|recipients of this Decree-Law.
  • The Government of the Balearic Islands has to promote the coordination of the existing public infrastructures, with the objective of of motor making them more efficient and of generating a resource|appeal and tractor of creation and entrepreneurial consolidation. For example, through
    • the creation of companies nurseries through the inn at the disposal of public buildings.
    • the support to the creation cientificotècniques infrastructures and industrialists.
    • the development of entrepreneurial industrial ground, as well as the attraction of foreign companies towards the entrepreneurial parks.

4.     Funding

In this area, the Decree-Law collects the following actions|shares:

  • Facilitating the access to the traditional credit endowing the funds of technical provisions with the societies|companies of reciprocal guarantee (SGR).
  • Creating a society|company of capital|asset seed (entrepreneurial projects without funding) and a society|company of venture capital with public, private contribution or publicoprivada.
  • Establishing a normative, fiscal and economic|economical system that favors the private investment|inversion and the flow of credit from investor angels in the phases of seed, consolidation and internationalization.
  • Fostering the attraction of foreign investment|inversion through the international cooperation.
  • Creating a normative and fiscal frame|mark designed specifically for the entrepreneurial one that it|he|she helps to optimize the structure of costs, including those of starting and entrepreneurial consolidation there, as well as to establish measures of support to palliate the economic|economical situation of slope.
  • Endowing the SGR for the creation of new lines with background|bottom of guarantee for funding the liquidity and the investment|inversion in the entrepreneurial ones and in the pimes, especially to the ones that are in conditions of entrepreneurial restructuring.
