Aids to the Groups of Vegetal Defense and to the ATRIA, for the promotion of agricultural l’associacionisme with purposes of vegetal defense, for l’any 2011

S’aprova the call d’ajudes destined to the promotion of agricultural l’associacionisme with purposes agroambientals and, in particular, of the Groups of Defense Vegetal (ADV) constituted d’acord with l’Ordre of the counselor d’Agricultura and Fishing, of 7 March 1990, that it regulates the Groups of Vegetal Defense, in order to collaborate with l’administració in the collective fight against the agents harmful of the plants, d’acord with what establishes l’Ordre of the counselor d’Agricultura and Fishing, of 10 March 2005, for which s’estableixen the bases regulatory of the subsidies in the sectors agricultural and pesquer, published in the Official Bulletin of the Balearic Islands no. 43, of 17 March 2005.

These aids will grant d’acord to themselves with the Regulations (CE) no. 1857/2006 of the Commission, of 15 December 2006, about l’aplicació of the articles 87 and 88 of the Treaty to the state aids for the small ones and averages undertaken dedicated to the production of agricultural produce and by which the Regulations (CE) are modified no. 70/2001, published in the Official Newspaper of the European Union of 16 December 2006.

During the five first years of functioning of the ADV tendran the consideration d’Agrupacions for Treatments Integrated into Agriculture (ATRIA) and, therefore, they will be able to access the aids that for these purposes the Ministry of Environment and Rural and Sea Environment (MARM) establishes.

Territorial L’àmbit d’aplicació d’aquestes aids it is, for the ATRIA, the Balearic Islands; and, for the ADV, l’illa of Mallorca.

Addressees

1. Beneficiaries d’aquestes can be aids the Groups of Vegetal Defense constituted d’acord with l’Ordre of the counselor d’Agricultura and Fishing, of 7 March 1990, and inscribed in the Register d’ADV with anteriority to the completion of the deadline of presentation of the requests.
2. The associations of vegetal defense, d’Agricultura inscribed before the Resolution of the general director of 25 January 2005, for which the minimum surface for each type of crop notices that they have to have the Groups of Vegetal Defense, that they do not have the minimum surfaces established for each type of crop required in l’esmentada Resolution, beneficiaries will be able to be d’ajudes for the foreseen performances in the letters to), b), c) and d) of l’apartat quarter of the present Resolution, in the proportional amount on its surface.

Requisites

Besides the requirements established in the former sections, they will have to fulfill the requirements of l’annex I of the Regulations (CE) no. 70/2001 of the Commission, of 12 of January 2001, relative in l’aplicació of articles 87 and 88 of the CE Treaty to the state aids in the small and medium undertaken ones, and the foreseen requirements in l’Ordre of the counselor d’Agricultura and he Fishes, of 7 March 1990, that it regulates the Groups of Vegetal Defense, like this as the ones established in legislative Decree 2/2005, of 28 December, for which s’aprova the Text revised of the Law of subsidies.
