Subvencions de minimis per a la mesura de cooperació per al desenvolupament de nous productes, processos i tecnologies, any 2010.
(Increment de crèdit).

Les ajudes objecte de la present convocatòria tenen com a finalitat el desenvolupament i el foment de la innovació tecnològica en el sector agrícola i agroalimentari, per potenciar la seva competitivitat en el mercat; d’acord amb el que estableix el Programa de Desenvolupament Rural per a l’exercici 2007-2013.

Addressees

Poden ser beneficiaris de les ajudes que preveu aquesta convocatòria les persones físiques o jurídiques que realitzin un projecte d’investigació amb la participació de productors primaris, segons el que estableix l’apartat quart d’aquesta Resolució, i que acompleixin els requisits següents:
a) Que siguin productors primaris agrícoles o les seves agrupacions o associacions amb personalitat jurídica; o bé que siguin indústries transformadores o entitats que realitzin activitats d’investigació. Els consells reguladors podran ser partícips dels projectes, ja sigui com a agrupacions de productors o com a agrupacions d’elaboradors.
b) Que, amb anterioritat al moment de l’emissió de l’informe tècnic del cap de Servei d’Ajudes al Desenvolupament Rural d’avaluació de l’ajuda, tenguin signat un conveni de cooperació entre els participants del projecte d’investigació. El conveni podrà ser entre dos o més dels sectors implicats però sempre hi han de ser presents els productors o les seves associacions.
c) Que comptin amb un investigador amb capacitat científica per al desenvolupament del projecte d’investigació, acreditada segons el següent:
c.1) En el cas de persones físiques, han de ser llicenciats en una àrea relacionada amb el projecte i han de tenir el Diploma de Suficiència Investigadora o DEA.
c.2) En el cas de persones jurídiques, l’investigador principal ha de complir el requisit abans esmentat.

Periods

El termini de presentació de sol•licituds serà des del dia següent de la data de la publicació d’aquesta Resolució en el Butlletí Oficial de les Illes Balears i acabarà el 3 de desembre de 2010.

Maximum deadline for the notification

El termini màxim per dictar i notificar la resolució expressa és de sis mesos a partir de la data d’acabament del termini de presentació de sol•licituds i s’ha de notificar individualment a les persones interessades. Transcorregut aquest temps sense haver-se notificat la resolució expressa, s’entendrà com a desestimada la sol•licitud.

    The persons concerned who fulfill the foreseen requirements in this call will be able to present the sol•licituds d’ajuda, that s’han d’ajustar to the minimum contents that appear in l’annex I, in the register of the FOGAIBA, in the register of the Ministry of Presidency, or in any of the registers that l’article 38.4 of Law 30/1992 foresees, of 26 November, of juridical regime of the public administrations and of the administrative procedure majority.

    Periods: The deadline of presentation of sol•licituds will be a Resolution since the following day of the date of the publication d’aquesta in the Official Bulletin of the Balearic Islands and will end on 3 December 2010.

    Documentation:
    These sol•licituds have d’adjuntar the following documentation:
    a) If the sol•licitant is a physical person:
    Certified photocopy of the DNI of the sol•licitant and, if n’és the case, certified photocopy of the DNI of the representative and document crediting of its representation.
    b) If the sol•licitant is a juridical person:
    Certified photocopy of the NIF of l’entitat (group or association of agricultural producers, transforming industry or third part implicated in the project), of the social statutes duly inscribed in the corresponding register, and document that proves the representation with which the person performs who signs the sol•licitud, together with the certified copy of the representative DNI d’aquest.
    c) If n’és the case, document crediting of the condition of being undertaken dedicated to the transformation of agricultural produce.
    d) Photocopy certified of the agreement of cooperation among the participants of the project d’investigació, for which the subsidy takes the decision to carry out the project and sol•licitar.
    e) Certified photocopy of the DNI and of the university degree and of the Diploma of Investigatory Sufficiency or Diploma Advanced d’Estudis (GODDESS) of main l’investigador of the project, together with its curriculum and a declaration of the time that he will dedicate to the project.
    f) List with the name and DNI of the participant producers in the project and authorization to check out its inscription in the RGEA.
    g) Descriptive memory of the project to develop new products, processes and technologies for which sol•licita the subsidy, where s’indicarà:
    1) Title of the project
    2) Nom and DNI of main l’investigador
    3) Objectives of the project
    4) Justification of the innovation of product, process or technology (origin, problem which is intended to be solved, economic and social importance, etc), resulted from their courting themselves concrete, to obtain and if it spreads the research to new strengths of the insular fact.
    5) Results obtained in former projects and scientific information generated (articles, books, communications, etc).
    6) Methodology of the research, specifying clearly how they court themselves to attain the objectives of the project, foreseen activities, plan of work and calendar d’execució.
    7) Material and human resources of which d’ús is ordered for carrying out the project, physical place where the research will be carried out, location and guarantee in the time of dedication foreseen for the project.
    8) Relation of the producers and of the entities that take part in the project.
    9) Detailed budget of the expenses in staff and in materials. S’han of showing the three budgets in the case of what establishes l’apartat fourth, point 4 d’aquesta Resolution.
    h) Certificate of l’Agència Would Pay, in case l’IVA is not recoverable.
