Aids for the groups of producers in the sectors ovine and caprí, for l’any 2012

S’aprova the call d’ajudes for l’any 2012, to foster the reform and integral adequacy of the sectors ovine and caprí a través d’agrupacions of producers, in application of the Royal decree 104/2008, d’1 of February, for which s’estableixen the regulatory bases for the concession of the subsidies to the groups of producers in the sectors ovine and caprí (BOE no. 29, of 2 February 2008).

Dated 18.09.2012 no has been published in the Boib. 137 the Resolution of the president of the Background of Guarantee Agricultural and Fishing of the Balearic Islands (FOGAIBA) of 11 September 2012 for which the foreseen credit to the Resolution of the president of the Background is increased of Guarantee Agricultural and Fishing of the Balearic Islands (FOGAIBA) of 14 December 2011 for which aids for the groups of producers in the sectors summon themselves ovine and caprí, for year 2012.

Territorial L’àmbit d’aplicació d’aquestes aids it is the autonomous community of the Balearic Islands.

Addressees

Beneficiaries for the foreseen aids in this Resolution can be the groups of producers in the ovine sector and foreseen caprí in the point 3 d’aquest section that, with anteriority to the date d’acabament of the deadline of presentation of the requests, the requirements gather that correlate in the following section.

Requisites

a) Tenguin legal status and the social headquarters placed in the autonomous community of the Balearic Islands.
b) Are composed as producing in activity of the sectors ovine and caprí, placed to the autonomous community of the Balearic Islands, which they represent, in its whole, a suitable census with l’objecte of its activity, the minimum value of reproducers of which is contemplated in the point 4 of the present remote.
c) D’adaptar, of joint way and d’acord with the objectives of the common organizations of market, the production of its members to the demands of the market, in particular through the concentration of l’oferta, the reduction in costs and the improvement of the quality, have been created with the purpose.
d) D’almenys order a center of typification and/or commercialization in common.
S’entendrà for center of commercialization any installation that implies the starting of common services for the grouped ones different of the typification of mens, as for example: the points of meeting and centers of herd collection in zones of difficult orography, which allows its boarding in goods vehicles that fulfill the conditions of welfare; also the centers of reproducers where stallions d’alta can maintain quality, acquired in common, to favor the genetic improvement of the grouped exploitations.
In any case, the services of sale and distribution of raw materials for feeding, d’abonaments, veterinary medicines, etc, or any other commercial service will not be considered as centers of commercialization.

Presentation of requests.


    The requests d’ajuda, that s’ajustaran to the minimum contents that appear in l’annex I, have d’anar addressed to the president of the FOGAIBA.

    Periods: The deadline of requests presentation will be a Resolution since the following day of the date of publication d’aquesta until the 30 d’abril of 2012.

    Place: These requests s’han of showing in the register of the FOGAIBA, of the Ministry d’Agricultura, Environment and Territory or in any of the registers that foresees l’article 38.4 of Law 30/1992, of 26 November, of juridical regime of the public administrations and of the common administrative procedure.

    Documentation:
    These requests, the model of which will be able to be obtained through the web page http://www.caib.es, have d’adjuntar the following documentation:
    a) Certified photocopy of the NIF of the applicant.
    b) Certified photocopy of the DNI of the legal representative, if n’és the case.
    c) Photocopy certified of the social statutes, correctly inscribed in the corresponding register, if n’és the case.
    d) Accreditation of the representation with which it acts the under signatory of the request, if n’és the case.
    e) Request of transfer order (form TG002) or document crediting of the titularity of the bank account.
    f) Accreditation of ordering d’almenys a center of typification and/or commercialization in common.
    g) Accreditation of ordering its social d’una with enough qualified to lodge the different services of management.
    h) Updated listing of the producers integral of l’agrupació.
    i) Accreditation that all the producers integral of l’agrupació fulfill the requirements of l’annex I of the Regulations (CE) no. 70/2001 of the Commission, of 12 January 2001, relative in l’aplicació of the articles 87 and 88 of the CE Treaty to the state aids in the small ones and undertaken averages, that it will be able to consist of a declaration responsible for competent l’òrgan of requesting l’entitat.
    j) Documentation corresponding to effects d’acreditar the objective criteria of concession of the subsidy, if it is proper.
    k) Program of constitution that have d’incloure:
     Descriptive memory of the program
     Declaration of resources
    l) Quinquennial plan d’inversions: the calendar of starting will detail d’infraestructures and services, as well as the plan of funding. In case that already s’hagi shown with former calls, l’actualització of corresponding l’anualitat will be sufficient.
    m) Document crediting of the individual commitment to the producers integral of l’agrupació, of remaining there to the less five years and of communicating its casualty with a minimum anticipation in twelve months to its effective date.
    n) Certificate and detail of the producers integral of l’agrupació that commercialize its production d’oví in a joint way.
