INCREASE OF CREDIT AND MODIFICATION. Aids for the improvement of the production and commercialization of the products of the apiculture, Apiarian National Program 2011

Through this Resolution he 'increased the credit destined to the call d’ajudes for the improvement of the production and the commercialization of the products of l’apicultura in l’àmbit of the autonomous community of the Balearic Islands, d’acord with the apiarian national Program of 2011, summoned by Resolution of the president of the Background of Guarantee Agricultural and Fishing of the Balearic Islands (FOGAIBA) of 2 March 2011 (BOIB no. 36, of 10 March 2011), in six thousand nine hundred and ninety-two euros (6.992,00¿) and a final credit of forty-four thousand five hundred and ninety-two euros (44.592,00¿) agrees destined, on his being funded in 50% in charge of the Agricultural European Background of Guarantee (FEAGA), in 25% in charge of the Ministry of Environment and Rural and Sea Environment (MARM) and l’import that it subtracts will be funded with charge to the budgets of the Background of Guarantee Agricultural and Fishing of the Balearic Islands (FOGAIBA).

The points 1 and 3 of l’apartat have been modified eighth of the Resolution of the president of the Background of Guarantee Agricultural and Fishing of the Balearic Islands (FOGAIBA) of 2 March 2011 (BOIB no. 36, of 10 March 2011).

The corresponding expenses to those activities or investments, carried out and paid can be subsidized by the beneficiary between l’1 of September for 2010 and the 30 d’agost of 2011, destined to the following purposes:
a) Technical assistance to the beekeepers and to the groups d’apicultors:
a.1 Recruitment of technicians and specialists for the information and technical assistance to the beekeepers of the groups d’apicultors (global advice in production, in commercialization and at level of laboratory).
a.2 Courses of formation d’apicultors, continued formation of the technicians and the specialists of the apiarian groups d’apicultors and staff of laboratories of cooperatives.
a.3 Systems of technical divulging.
b) He fights against the varroasi:
b.1 quimioterapèutics Treatments against the varroasi, authorized by Spanish l’Agència of the Medicine and Sanitary Products.
b.2 Treatments against the varroasi authorized by Spanish l’Agència of the Medicine and Products Sanitary, compatible with ecological l’apicultura.
b.3 apiarian Promotion and creation d’agrupacions of Defense Sanitary (ADS), or equivalent figure for the fight against the varroasi, for example, cooperatives or cooperatives of second degree.
b.4 Supercharging of the housekeepers and renewal of wax.
This help will only be able to be granted to those beneficiary beekeepers of the measures b.1 and/or b.2.

Addressees

They can be beneficiaries for the foreseen aids in this Resolution:
a) The titular physical or juridical persons d’una apiarian exploitation that:
- Represent d’Agricultura and Rural Development with anteriority in l’1 of January 2010 registered in the Apiarian Register of the General Direction. The check d’aquest extreme it will be carried out d’ofici except demonstration against the petitioner, since with the presentation of the conceded request d’ajuda s’entén this authorization.
The abandoned apiaries and the dead housekeepers will not cause the payment d’ajudes on the part of its headline.

b) The apiarian cooperatives and representative organizations with own legal status, that in l’acabament of the deadline of presentation of the requests are in its majority integrated for beekeepers that fulfill the requirements established in former l’epígraf.

Requisites

A same beekeeper can only be beneficiary d’ajuda for a same performance for an only form for each one of its exploitations, or to title individual, or as a member d’una cooperative or representative organization.

Besides the requirements established in the former points, they will have to comply with the foreseen requirements in l’article 13 of the general Law 38/2003, of 17 November, of subsidies, all this with anteriority in l’acabament of the deadline of presentation of the requests.

Presentation of requests


    The requests d’ajuda that s’ajustaran to the minimum contents that appear in l’annex I, s’han d’adreçar to the president of the FOGAIBA.

    Periods: The deadline of requests presentation he will start to count out from the following day that of the publication in the BOIB of the present call and will end the 15 d’abril of 2011.

    Place: The requests d’ajuda s’han of showing in the Register of the FOGAIBA, of the Ministry of Presidency or in any of the registers that 30/1992 are foreseen in l’article 38.4 of the Law, of 26 November, of juridical regime of the public administrations and of the common administrative procedure.

    Documentation:
    These requests, the model of which will be able to be obtained through the web page http://www.caib.es, s’han d’acompanyar of the following documentation:
    a) Certified photocopy of the NIF or DNI of the applicant.
    b) If it is proper, certified photocopy of the DNI of the representative.
    c) In the case of juridical persons, photocopy certified of the social statutes correctly inscribed in the corresponding register.
    d) If it is proper, accreditation of the representation with the what the signer of the request performs.
    e) Request of transfer order (form TG002) or document crediting of the titularity of the bank account.
    f) Memory of the activities to develop and the foreseen investments.
    g) Detailed budgets or bills pro forma of the activities and the foreseen investments.
    h) Copy collated of the apiarian Book of Record d’explotació where the number of housekeepers, the type and the class d’explotació or authorization represents the data that appear in the apiarian Register of the General Direction to check out d’ofici d’Agricultura and Rural Development. In the case of apiarian cooperatives and representative organizations, the same documentation, as well as l’autorització of the partners of the entity d’acord with the model of l’annex III, will be shown with respect to each of the exploitations by which l’ajuda is requested.
    i) In the case of apiarian cooperatives and representative organizations, in more, s’haurà d’aportar the detailed relation of the applicant beekeepers persons, indicating the NIF, the number of register d’explotació, the number of census of the housekeepers and concrete l’actuació that they take part in. This relation will also be shown through computer support.
    j) Public liability insurance of each beekeeper. In the case d’agrupacions d’apicultors that a collective insurance, s’haurà of showing copy d’aquesta and l’acreditació have subscribed of the covered beekeepers with her.
    k) Documentation to verify that s’ha carried out almanco a treatment in l’any against the varroasi, d’acord with the that s’estableix in the Royal decree 608/2006, of 19 May.
