Aids for the support to the groups of potatoes of consumption producers not destined for the industry of the starch.

The performances destined to improving the structures of commercialization of the groups can be subsidized. The directed actions will be funded to several of the following objectives:
a) Improvements of the commercialization and, in particular, the normalization of the potatoes of consumption not destined for the industry of the starch, always that this does not mean disturbances of the competence and, in particular, that do not consist of direct complements of the prices not perceived by the producers, even advertising of specific brands.
b) Concentrating and adapting l'oferta to the demand.
c) Promoting the potato in front of the consumers.
d) Fostering the common actions among groups of producers.
e) Encouraging the production of products transformed of the potato, excluding the starch and its derivative products.
f) Fostering activities d'experimentació and innovation.
g) Constituting a background of rotation for the concession of advances, to reconstitute at most on 31 December 2011, and which he will be able to attain until a maximum of 30% of the operating background.

Addressees

Beneficiaries can be the groups of potatoes of consumption producers not destined for the industry of the starch that the following requirements fulfill, to the date of presentation completion of sol·licituds:
a) To have been recognized d'acord with the Royal decree 970/2002, of 24 September, for which the recognition of the groups of potatoes of consumption producers not destined for the industry of the starch is regulated, and s'hi establish several measures of support; like this as the entities of potato already recognized in accordance with the Regulations (CEE) no. 1360/1978 of the Council, of 19 June 1978, related to the groups of producers and its associations, or the Regulations (CE) no. 952/1997 of the Council, of 20 May of 1997, relative to the groups of producers and its unions.
b) Constituting an operating background, as l'apartat establishes seventh of the present Resolution, with contributions of its partners for l'execució d'un program d'acció, according to l'apartat eighth, addressed to the foreseen purposes in l'apartat fourth d'aquesta Resolution.

Periods

The deadline of presentation of sol·licituds he will start to count out since the following day in the publication of the present Resolution in the BOIB and will finish the 30th September 2010.

Maximum deadline for the notification

The maximum deadline to dictate and to notify the express resolution is from six months, meters from l'acabament of the deadline of presentation of sol·licituds, and s'ha of notifying individually to the interested persons. This deadline gone by without having notified express resolution to itself, rejected s'entendrà the sol·licitud.

    The sol·licituds d'ajuda, that s'ajustaran to the minimum contents that figure in l'annex I, s'han d'adreçar to the president of the FOGAIBA and s'han of showing d'entrada of the FOGAIBA in the Register, of the Ministry of Presidency or in any of the registers that foresees l'article 38.4 of Law 30/1992, of 26 November, of juridical regime of the public administrations and of the common administrative procedure.

    Periods: The deadline of presentation of sol·licituds he will start to count out since the following day in the publication of the present Resolution in the BOIB and will finish the 30th September 2010.

    Documentation:
    These sol·licituds have d'adjuntar the following documentation:
    a) Certified photocopy of the NIF of l'entitat.
    b) Certified photocopy of the DNI of the legal representative of l'entitat.
    c) Accreditation of the representation with which the sol·licitud is signed.
    d) If n'és the case, receipt of the recognition and register of l'organització of producers.
    e) Sol·licitud of duly filled transfer order (form TG002), or document crediting of the titularity of the bank account.
    f) The tests crediting of the constitution of the foreseen operating background in l'apartat third, point 1 b), of the present Resolution and of l'obertura of the bank account for its movement. This justification will be carried out through the foreseen documents in l'apartat seventh, point 3, of the present Resolution and that they are the following ones:
    - Certificate of l'acord of General l'Assemblea or of the General Meeting d'accionistes of the creation and regulation of the management of the operating background.
    - Certificate of depository financial l'entitat of the account for the movement exclusive to the background, with indication of its branch, the account number and its denomination: Operating background of l'organització of producers (denomination of l'organització).
    g) The forecast of l'import of the background, for l'execució of the program, according to l'apartat seventh of the present Resolution.
    h) He programs d'acció in the detailed terms in l'apartat eighth of the present Resolution.
    i) The volume and value of the production that commercialized s'hagi:
    - S'entendrà as a production commercialized by l'organització of producers the production of potato of consumption or of its derivatives, the starch, produced by its associates and commercialized by l'organització, excluded.
    - S'entendrà to the value of the production commercialized by the organization l'import itself of the products indicated before, sold former l'any. This value s'ha of justifying amount through l'aportació of the documents crediting of l'esmentat in the moment of the first transmission of the product on the part of l'organització and related exclusively in products coming from the associates themselves and of the annual declaration d'operacions with third party (model 347).
