The Law 4/2009, of 4 June, of social services of the Balearic Islands created the Register Unified of Social Services for all the public administrations of the competent Balearic Islands in the matter, and in what they have to be evident faithfully all the data and the administrative events regulatory of the activities of the social entities and services. This Register, therefore, constitutes an instrument of knowledge, planning, ordering, control and advertising of the existing social services in the autonomous community of the Balearic Islands and it regulates by the Decree 10/2013, of 28 February, for which the general principles of the Register Unified of Social Services of the social Balearic Islands and procedures for the authorization and the accreditation of services are fixed, and they regulate the supra-insular section of the Register and the procedures to authorize and to prove social services of supra-insular area.
The inscription in the Register Unified of Social Services is configured like a previous duty to be able to act and to intervene in the field to the social services in the Balearic Islands and, moreover in month, it is an indispensable requirement to be able to receive subsidies with charge to the general budgets of the public administrations of the Balearic Islands.
Regarding the structure it is formed by a section supra-insular, managed for the Ministry of Health, Family and Social Welfare and in which the entities have to be registered that they develop its performances in the state area or in all Islands Balearic; for four sections insular, managed by each of the insular councils in the area of its territory, and in which the entities that limit its performances have to be registered in the insular or municipal territory; and finally, a section of specific authorizations foreseen by those punctual performances in the area of the social services carried out for entities that do not have the consideration of private initiative entity of social services.
Finally it is necessary to the Central Register of Social Services, the data of which integrate in an automatic way into the new system, to say that this new register substitutes. However, the entities and inscribed services are subjected to the new regulations, especially regarding the duties of the entities and especially to the duty to update the inscribed data.
