Aids for the implantation of systems d’assegurament for the integral improvement of the quality of the raw milk produced and picked up to the exploitations, corresponding to year 2011

The purpose of the aids summoned in this Resolution is to subsidize the performances d’assessorament technical for the implantation of the guides of practical correct d’higiene to the farming exploitations dedicated to the production of milk coming from the bovine, ovine one and caprí through l’aplicació of the corresponding programs.

Addressees

They can have the consideration of direct beneficiaries and ask for the foreseen aids in this Resolution: the headquarters of purchase, the cooperatives and Agricultural Societies of Transformation that they have between the objectives of his the commercialization or transformation of cow's milk, sheep or goat, and the groups and the associations of producers of milk, which they fulfill, in l’acabament of the deadline of requests presentation, the following requirements:

Requisites

a) Carrying out a program technical d’assessorament for the implantation of the guides of practical correct d’higiene d’un group of included headlines d’explotació in the same program.
b) Having l’autorització of the headlines of the exploitations, d’acord with l’annex III, to carry out the performances of the program.
c) Excluding from all programs the farming exploitations that stop fulfilling one of the requirements that this Resolution establishes and communicating it to the Service d’Ajudes OCM and of l’Estat of the FOGAIBA, in a deadline in two months from l’exclusió.
d) Fulfilling the legal and statutory requirements on the subject of traçabilitat.
e) Moreover, in the case of the headquarters of purchase, these will have to carry out a positive differential payment for sanitary hygienic parameters of quality of the raw milk above what imposes the valid regulations. This differential payment will be able to settle including, additionally, environmental aspects, of animal welfare and of staff of l’explotació, with demands superior to the ones established to the regulations or to the guide.
f) Additionally, the headquarters of purchase of cow's milk have of:
1r. Fulfilling the duties imposed by the regime to the supplementary rate.
2n. Analyzing the samples of milk in a laboratory d’anàlisis, in agreement the Royal decree 1728/2007, of 21 December.

Presentation of requests


    The requests d’ajuda, that s’ajustaran to the minimum contents that appear in l’annex I, they will be able to be shown by the juridical persons that s’indiquen in the point 1 of l’apartat third d’aquesta Resolution, addressed to the president of the FOGAIBA.

    Periods: The deadline of requests presentation he will start to count out since the following day in the publication in the BOIB of the present call and he will finish the 29 d’abril of 2011.

    Place: These requests s’han of showing d’entrada of the FOGAIBA in the register, in the register d’entrada of the Ministry of Presidency or in any of the foreseen registers in l’article 38.4 of Law 30/1992, of 26 November, of juridical regime of the public administrations and of the common administrative procedure.

    Documentation:
    These requests, the model of which will be able to be obtained through the web page http://www.caib.es, have d’adjuntar the following documentation:
    a) Certified photocopy of the NIF of requesting l’entitat.
    b) Certified photocopy of the DNI of the legal representative of l’entitat.
    c) Photocopy certified of the social statutes, correctly inscribed in the corresponding register.
    d) Accreditation of the representation with which the request is signed.
    e) Request of transfer order (form TG 002) or document crediting of the titularity of the bank account.
    f) Memory of the established program, d’acord with the contents and requirements of l’apartat fifth d’aquesta Resolution.
    g) Authorization of the headlines of the exploitations, d’acord with l’annex III, to carry out the performances of the programs.
    h) Relative documentation in technical l’equip in which s’encomana l’aplicació of the foreseen actions d’assessorament technical and its qualification.
    i) Relation with the identification del/s laboratori/s d’anàlisis of samples.
    j) Declaration of the fulfillment of the requirements of the point 1 of l’apartat third d’aquesta call.
    k) If n’és the case, precontract with l’entitat of external certification that the commitment endorses that the tasks d’assessorament go directed to the external certification.
