With the publication in the BOIB the formality of audience of the preliminary sketch of decree by which the centralized recruitment is regulated starts and the Headquarters of Purchases is created, which the rest of public entities will be able to adhere.

This step|passage marks the beginning of the starting of the Headquarters of Purchases of the Government, a measure that will contribute to rationalizing its|his|her|their purchases of products and services, which have to be made in a centralized way.

The measure not only it|he|she will mean|suppose an important economic|economical saving, but will allow a major control of the supplies|deliveries and the recruitments, contributing like this to the budgetary stability. It will also imply the revision of the processes of purchase of the different autonomic organizations|organisms, which in the future will be channeled across the Headquarters, simplifying the formalities in this area. All this will translate into a saving of management|formality and of time|weather. The centralized purchase will contribute to optimizing the process of purchase and therefore, to|in a major efficiency in the management|formality of the Administration, which will benefit from economies of scale thanks to an overall view of its|his|her|their needs.

This first normative step|passage is accompanied of the elaboration of the road map effective of how the project of Purchases Headquarters will be developed. It is foreseen that the decree as well as the road map are approved in May so that the Headquarters can start to work in June, with the elaboration of the first frame|mark agreements where homogeneous conditions of recruitment for all ministries and public companies will be established.

In a second phase, it is foreseen to endow in the Headquarters of Purchases of a computer solution, orientated to establish all mechanisms that make a completely electronic procedure of the public recruitment, and comply like this with the European requirements, guaranteeing the electronic access of the citizens to|in the public services. This will contribute to a more fluid and transparent communication with the suppliers.

The juridical frame|mark in force authorizes the creation of a headquarters of recruitment in the area of the Administration of the Autonomous Community of the Balearic Islands and of the rest of entities that integrate into the autonomic public sector, with the exception of those of matter|subject of Health, that will have an own headquarters of purchases.

The Headquarters of recruitment has functions that do not limit themselves to executing the centralized purchase, but has to study the needs of supply|delivery of the Community, to plan the purchases and to propose to the competent counselor, the purchases to carry out a major uniformity and efficiency in a way centralized to achieve.

The acquisition centralized of products across the Headquarters of Recruitment requires a previous agreement of the Council|Piece of Advice of Government, for which will be determined which products and services him they will have to buy in a centralized way. In the Headquarters of Purchases they will be able to adhere voluntarily the local and insular entities that wish it.
