With the objective of making the public administration more effective and efficient in the Balearic Islands, the Council|Piece of Advice of Government has approved the general lines of a strategic plan on the subject of Public Function thought to reorganize its|his|her|their workers. The Plan obeys|replies to the need to plan the human resources|appeals of the Administration in a different way, once dams|doses|preys certain measures of economic|economical austerity as|like not calling interim civil servant staff new or not authorizing to make extraordinary hours of the work staff in the service of the Administration of the Autonomous Community of the Islands Balearic and of the entities that they integrate the instrumental public sector.

It has been observed that in determinate administrative units there can be jobs duplicated or with very similar functions, while perhaps in others staff is missing. Because of that it is considered suitable to achieve an efficient assignment|allowance of the human resources|appeals of the several departments of the autonomic Administration. But this text wants to go beyond: the Plan proposes to promote measures in the line of the public social responsibility in order to improve the work climate and of modernizing the same structure of the Administration (to elaborate a plan of equality in the public administration, measures to promote the hourly flexibility, measures for the regulation of the telework, courses of formation|training in line|online and partially in work timetable|schedule, etc).

In the line of reorganization of the human resources|appeals, the plan foresees measures as|like, for example, carrying out a technical auditing of department management|formality for department (with own means|media) in order to study the load|burden|charge of work and functions, and the human resources|appeals that are there ascribed and like this to be able to detect imbalances. This auditing will be completed with a plan of human resources|appeals ordering, which can end with the group of jobs in functional areas if they have purposes and homogeneous functions.

This Plan will affect the work staff and the civil servant staff of the general services who loans services in the Administration of the Autonomous Community and in its|his|her|their autonomous organizations|organisms. They agree|remain exempt: the educational staff, the statutory staff in the service of the public health and the work staff of the rest of entities that integrate the autonomic public sector.
