The signed protocol is postulated as|like the leaf of route to be Local to develop the mentioned Pact, that the will of facing|giving has more protagonism to|in the local entities as a purpose final in all those decisions that take other administrations and that affect them directly. The signature of this document entails, in first place, the creation of a Commission that will be the person in charge|attendant of developing the mentioned pact.

One of the first tasks that the Commission will have to carry out for the Local Pact is to study the competence frame|mark of the several administrations to make a new frame|mark of competences|competitions proposals and recommendations which they allow to articulate. The final objective is that the towns can assume new competences|competitions, in suitable conditions of financial sufficiency. In this line, another of the main aspects|looks to border|face for the Commission it will be to discuss the mechanisms of funding of the local entities and to propose concrete measures to guarantee its|his|her|their economic|economical support.

Parallelly, this Commission will have to make proposals, together with the Government and the Insular Councils|Advice|Pieces of Advice, some new basic state regulations of local regime|diet as articular. As a matter of fact, the Local Pact pursues that the town councils|consistories of the Islands have more weight in the public policies|politics that are promoted through the administrations. Finally, the impulse of the electronic administration and of the systems of quality in the area of the municipal administration they will be another of the tasks to develop for the Commission.

On the 24th March 2010 the Government of the Balearic Islands and the Federation of Local Entities of the Balearic Islands already signed a protocol of collaboration to develop the Local Pact. But that text won on the 31st December of that same year without being extended. The protocol that has been signed today wants to give continuity to the already started task and to redefine and to complete the objectives that have to be achieved to improve the efficiency and the efficiency of the Administration in the service of the citizen. The current Commission for the Local Pact substitutes the former Commission for the Local Statute of Autonomy.
