The Council|Piece of Advice of Government has approved the Bill of the public function, at the proposal of the Ministry of Innovation, Inside|Inland and Justice, in order to advance in the professionalism and modernization of the public function.

To write up the normative text, constituted itself|himself|herself a working party with the unions present to the Board of General Services Negotiation, CCOO, CSIF, STEI-i, UGT and USE, that it|he|she has been working for two years. Finally, and with the favorable vote of all these unions the bill in the meeting of the Board of Negotiation was approved by day 2 February 2010.

Among|Between the novelties|innovations, they highlight the following ones:

a) For the first time, the new Law of public function will belong "to the public administrations of the Balearic Islands", and not only of the autonomic Administration.

b) Also for the first time, in major or minor measure, according to the type of public entity (public company, consortium or foundation), it|he|she affects also the autonomic public sector.

c) The bases of the horizontal professional career, of the evaluation of the accomplishment and of the regulation of the jobs of managerial nature have been fixed.

d) The limits of the provision of the jobs have been agreed on, in the autonomic area, through the procedure of free designation, which it|he will subtract reduced in a substantial way.

e) With the objective of guaranteeing effectively the equality of opportunities for the access to the public function, also some limits have been agreed on for the competition-opposition|entrance examination even of 20% of the phase of competition. This section will affect to|in all administrations you publish. 

f) With the objective of sorting out effectively the jobs from political nature and those of civil servants or public employees, the express prohibition has been fixed legally that the high ranking officials of the Government take part in the selective tests|proofs to access to|in the autonomic administration and to|in the procedures of provision of jobs through "free designation".

g) Likewise this Law intends to advance in the recognition of the equality between men and women in the area of the public administrations, collecting measures of organic Law 3/2007, of 22 March, for the effective equality of women and men, that without being basic have been considered suitable.
